Well, if they had the money and 'much more' like you said, then why was payments such a problem? I don't understand it? It was something to do with a bank verification which apparently the buying club has to agree to (basically happens with all big deals) and I think it's to ensure, the selling club get all their money. Corinthians wouldn't sign it. Not fishy no?

You'll have to ask Rei or Benq as I don't know Corinthians that well...
The transfer window in Brazil is coming to an end soon and I don't think there is time to negotiate a deal. Corinthians may have the money, but they aren't going to needlessly spend it around, they want a good deal too. Plus not like the need Tevez anyway.

Corinthians have never spent money like this before to buy a player. I'm not sure what their record signing is, but I know that it pales in comparison to this bid for Tevez. What Corinthians have done before with Ronaldo, Adriano, and maybe Edu (I'm not too sure about him) is that they acquired these players on a free transfer on high wages. These wages were supplemented by third parties and sponsors who back Corinthians because of their fanbase (which means their name will get more exposure), and also for a cut of the revenue generated by image rights and other money generating avenues.
However actually buying a high profile player is a new phenomenon. If it had gone through it would have represented a huge sign of intent. I know the 37 million Euro bid was leveraged by the fact that Corinthians are signing a very lucrative tv deal soon, and I suspect that the aforementioned third parties and sponsors would contribute to the fee itself.
I guess Man City just asked for too much. The Brazilain international transfer window closed today, so Corinthians were forced to break off negotiations because they would not have been completed in time after Man City changed the terms. Corinthians could have stumped up the extra cash, but like any other buying club they had a threshold where any bid beyond that would trigger a negotiation.
