It's implicit. If I say I wish Mourinho had taken over United post-Ferguson I'm obviously saying I wish Moyes hadn't since the two states are mutually exclusive. I suppose he could be saying he wished he moved to Chelsea since that was where Rodgers was working at the time.

Its can really be interpreted however you want. I honestly think Gerrard doesn't have the brain capacity to think that far back or he'd not prefer a manager who has won the highest honours in multiple leagues over a manager whose greatest achievement is promoting a team.
