Cleverley's got great potential, but he's only had a handful of games in the Premier league (with a top team). Wilshere played a full season last year in the Premier league and was Arsenal's best and most consistent player in my opinion. Wilshere's better, for now at least.

Wilshere was one of our best players last season (dare I say it THE best). People will expect a lot from him like they did with Ramsey.
