Suarez didn't make a racially abusive comment.
He made a friendly comment, which Evra took as racist because he's a little whiney bitch.

He made a comment that, if uttered by anyone who isn't from South America (actually certain parts of South America) would hands down be considered racist in England and in large parts of Europe. The independent comission deemed that cultural differences wasn't a valid defence, and that Suarez' ignorance of UK culture was no excuse for his comments.
They decided that you can not use your own culture as a defence, much like you can't in a UK court. I'm not going to quote examples of far worse crimes and use them as examples, but needless to say you can not let everything "fly" just because it's acceptable in the person's culture. I'm not entirely sure I agree with the decision myself, because I believe you need to excercise common sense on a case by case basis, but if you exclude the "cultural differences" arguement then there's only one conclusion to be made.
Would the same words be considered racist if say Jamie Carragher, Nemanja Vidic or Bobby Zamora said them? Yes, they would. Without the cultural defence Suarez has no case. Whether it is right to exclude the cultural component in this case is another discussion. However those who believe this decision will be reverted are overly optimistic.

Really doubt Johnson would say something like this if he believed Suarez to be racist.
Scott. No one is saying Suarez is a racist. No one. He's been found guilty of racially abusing Evra. The words he used is all that matters. I have no doubt he never intended to racially abuse Evra.
