Firstly,

Celtic have not asked for £4.5M, they've made it clear he wont be going anywhere in the transfer window, especially to a Championship team.

Secondly,

You're not getting bids of £10M upwards. Infact nobody wants Jelavic anymore and Rangers have admitted they'll probably lose money on him.

Roma doing badly and De Rossi is out of contract soon. If he can't see Roma getting in a trophy winning position soon it's not all that unlikely that he'd go to a club who can give him that oppertunity.

I saw that he was out of contract soon so would be relatively cheap, but I didn't know Roma were doing badly. I'm still not sure he'd leave, a lot of Italians seem to be fiercely loyal especially when it's their home town team, for example Totti.

I swear De Rossi agreed to a new contract which was about £120k a week.
