First of all there is a £31m difference between Arsenal and Tottenham's wage budget and it'd be £23.2m if you included Adebayor's massive wages of £7.8m a year (150k a week). That is not exactly 'a much smaller wage budget'. Plus Tottenham use loads of their money on transfers Tottenham have spent £243m in the last five years on players, £76m NET spend, meanwhile Arsenal have spent £85m on players with a net spend of -£6m. Arsenal have been ahead of Spurs for all of the last five seasons with a lower budget.
4th place is an achievement because Arsenal are in a transitional period which is lasting a lot longer than expected due to stupid commercial deals the club agreed to which can't be re-negotiated. And what disharmony in the squad? You're chatting utter bullshit.
Arsenal before Wenger: Finished in the top 4 of the first division 12 out of over 70 times.
Arsenal under Wenger: 15 out of 15.

It takes time for a team to gel. Spurs spent money on players and over the span of 5 years are sitting ahead of Arsenal. They seem to be getting better every year. Where is Arsenal? They seem to be getting worse every year. God help your team if you lose Van Persie in the summer.
Again, the past is the past. Wenger will go down as one of the greatest managers the world has seen. But it's time to move on. A lot has changed in modern day football. Even if we can excuse the lack of spending on players, there is no excuse a team like Arsenal (with a great manager as you believe) be struggling for a Champions League place and get humiliated by Manchester United and AC Milan. Lose? Yes. Get destroyed like that? No. You got kicked out of the FA Cup by Sunderland (the team that I got insulted for suggesting they could beat Arsenal in the league a week before the cup match).
