You're probably just kidding, but I think going to Chelsea could be the best thing he can do at the moment. They need some new players, he needs a new club that believes in him, and with Chelsea clearly wanting to spend more this summer (At least according to abromovich) there's little doubt that Chelsea is a very good place for him to go to.

I'd hardly say he's peaked. For some reason he just can't catch a break and stay healthy. If he was able to stay fit I think he would easily still be in the top 5 best players on the planet.
