I thought it was more terrorism warfare than guerilla? Al Queda might not win overall but they can certainly make it look as if they win. Just like they are/were winning 9/11 as their leader was captured almost 10 years after it happened and they made a nation look weak by killing a few thousand people. It makes them look stronger than a nation in some peoples eyes until something is done about it.
