I think there is still a big question of whether or not the can operate as effectively without their leader. Yeah, #2 is still there, but they have been declining in recent years.

Bin Ladin was mealy a poster boy, a figurehead for them.
There number 2's and 3's are the ones am worried about.
They did the London bombings without Bin Landin being a major influence. They want revenge, and if they don't do nothing after issuing that statement they would look stupid and silly that they can't back there 'claims'.
