Who ever said that? Footballers like Ronaldo and Mata are superior because of their genetic gifts (Ronaldo physical, Mata mental). I don't think it's fair that players who are mentally gifted are allowed to take banned performance enhancing drugs to make them more physically gifted. Do you?

At a high level a footballer's ability is decided by his genetic make up. Some people are very intelligent, some people have excellent fine motor control, some people have the ability to work hard, some people have great stamina, some people are Peter Crouch and so on. You're born with what you're born with and you see if you can make it based on that, that's how it is for everyone .
Taking drugs to make him taller and stronger is the same as Mata deciding his strength and fitness is too low and starting a course of steroids and nandrolone, or Smalling taking Ritalin before every match to improve his abysmal concentration. Everyone has aspects of themselves that are below average, if one player is allowed to alter himself to mitigate those it puts him at a tremendous advantage.

None of those examples are illnesses that players have and are treating to function as a normal human being. Mata taking steroids would be to give him a great advantage over the average player. It's not like Messi took HGH to be as tall as Ronaldo and as buff as Akinfenwa. Messi's greatest weakness is still his height. Messi would have received treatment regardless of his career (assuming his family had the money for it). That's like saying players with asthma shouldn't be able to use inhalers.

Over here States side I believe the professional sports league deal with banned drugs in a much better way. Basically you need to get some paperwork signed by a doctor that states the medical reason that you should be allowed to take that drug. Players often get in trouble for forgetting to update the papers because the waivers expire after a set amount of time, usually one year. I believe a system like this would work very well for dealing with situations like what Messi had to deal with.

If Messi was a regular kid and did not suffer from GHD (which can lead to issues more than just being short), then yes he should not take HGH. It's already banned by FIFA.

FIFA already has a similar process (I don't know the exact details of it though). But you can get exempt from a banned substance if it's for medical purposes.

This. As I said before, GHD does more than make someone shorter than average.
