How not? He's been hit and miss in the market. He's had one exceptional window (Coutinho & Studge), but besides that he's spent a lot of money on:
Aspas-Torres turn aside, awful.
Alberto-Young, but doesn't look like he'll ever make it. Decent skill, but no pace and ponderous on the ball
Allen-Really good player but pricey
Borini-Average, good resale value tbf fair
Sakho-Okay first season, but 17m is a huge sum for a defender and he really needs to be dominant this season
Ilori-Too soon to say
Assaidi-Cheap and kind of pointless
Mignolet-Average
King Kolo-Not bad for a squad player I guess, but ridiculously error-prone
This window, he's brought in Rickie (could be an inspired short term signing, but nothing to put on his resume) and Emre Can, a player who has failed to live up to his potential by all accounts. Rodgers is clearly a good man-manager, taking a number of seemingly hopeless players to levels nobody expected, and a decent tactician, but his transfer record is a bit worrying, hence a few reports claiming that his control over ins and outs has actually been curtailed.
