Few reasons: attendance is shit, many stadiums are decrepit, and clubs don't own their own stadiums in Italy (with the exception of Juve), because of bullshit rules so there's less incentives for clubs to renovate their stadiums, considering any renovation would come out of the club's pocket. As a result, most stadiums don't have a fan-friendly atmosphere, and are outdated.
