Having the money and spending it however does enable clubs to compete on a much higher level than if they didn't have that money for obvious reasons that I would feel to be redundant to point out.
It's fairly basic really. Your chances of winning trophies and maintaining a good reputation in the league hinge on league position, not cup wins.
