I was under the impression they would have to change the law for it to be allowed in England.
They changed the rules in Scotland last month and today the council said it had no problems with safe standing. It's pretty likely that Celtic will have a standing section next season.
Hope Villa are able to pull something out of the bag but I think it will be a long way until it's brought back in England.

Glasgow City Council yesterday gave their blessing for clubs to install safe standing areas, with Celtic and Rangers likely to be among the first to return to terracing.
The proposal still has to be sanctioned by the police, but the council’s support is a major coup for clubs eager to boost falling attendances by appealing to the traditionalists among their support.
Hope Villa are able to pull something out of the bag but I think it will be a long way until it's brought back in England.

It's nothing to do with the costs. There's too much money in the top level of English football for ticket prices to be reduced significantly.

There wouldn't be. With safe standing you're still allocated a seat so stadium capacities won't increase much.

Standing won't automatically result in better atmosphere, especially for teams like Villa.

You really want to experiment with having a standing section in a stadium that is always 99% full or more?? That sound like a serious risk to take if it does not work out properly. I think Villa Park would be the perfect situation to try to bring back standing.
