In a few years, maybe. Unless he gets hit by injuries, falls off the wagon, or experiences missfortune. He's a young talented player, not the finished article, I can't see how you could justify that fee. Then again I can't see how you could justify half of the transfers of English youngsters these days....
Though I suppose if you compare value of English youngsters to Hazard he is easily worth 50-60M (Henderson and Carroll), but the English youngster market is simply absurd.
