It's a transition phase.
You also have a few good players who aren't at the top clubs playing European football so it's easy to underrate them.

Young, Baines, Bent, Downing......all players who on the international stage are underrated because they play at smaller clubs....they've all had limited chances and when they do play it's usually vs weak sides or everyone around them is weak and it makes them look bad too (e.g. that Brazil game in Qatar)
