You could see why it wasn't given though, in the refs view. The ref was behind the players, some distance as well, when Evra went across him the ball moved to the left. The ref obviously thought that Evra got the ball, from his view when in fact he didn't. Hence why he didn't get the penalty.

No he doesn't. It looks like it on the still, there is no contact made until Evra wraps his foot around Ramires when he is in the box.
