What is the shortest distance between two foreign clubs?

If you were doing closest teams in general Racing and Independiente would not be a winner. You forgot about Dundee United and Dundee FC which play on the same street.

No, it's mostly farmland between Portugal and Spain.
I'm thinking one of the smaller Silesian clubs may be really close to the Czech/Sovak border, but I wouldn't know.
Silesia would definitely win PreWWII though, where Silesia was split between Germany and Poland and dozens of clubs were only a few clicks if not less away from each other.
