I think yes.
I think Serie B used to hold that title years ago, but Italian football in general has declined.
In terms of entertainment, probably Ligue 2 is able to compete with the Championship, but other then that, I don't think so/I wouldn't know.

Championship is probably one of the most exciting leagues in the world in terms of not having a clue where the majority will finish.
For example, Boro title favourites yet fought relegation most of the season. None of the relegated teams went back up and a team promoted from 3rd tier went straight up again.

I think so, I watch the highlights of the Championship, 2.Bundesliga and I go to home games of FC Winterthur, Swiss 2nd div.
