It means "Germany above all". While there really isn't anything wrong with it at face value, it was adopted by the Nazis as the official national anthem (the first stanza of the three stanza song). When Germany became reunified, the third stanza by itself became adopted as the official national anthem.
I don't think it's actually a crime to sing the first or second parts, but it is frowned upon.
