Don't know, they're both good players. I prefer Carrick as his range of passing is slightly better than that of Barry. Barry offers more from a defensive perspective though, so it's very difficult to say who is the better player of the two.

Carrick. Not by much though. They're very similar players but Carricks range of passing and composure does it for me. Barry is probably a tad better defensively though.

I'm not sure who's better but these are the 2 I would have starting for England together with whatever 4 attackers in front of them. They've both been on good form this season, both can retain a ball with Carrick being the better passer and Barry being the better defender. With the type of game England should be playing (especially if Redknapp takes charge) they're both good at sitting back and intercepting play.
I'm biased towards Barry so...

I think Parker would be better than Barry in that system tbh.

Disagree. Parker chases the ball and if he is playing in a team that doesn't press with him he'll just look like a headless chicken and get caught out of position.

I agree about Parker.
I think Pearce has shot himself in the foot a bit by naming him as Captain. He's bound to start every game now.
I'd have Carrick and Barry ahead of him in the role he does.
When Wilshere is fit he'd be first choice though.

For England's EURO campaign, I think that the best possible midfield combination would consist of Carrick, Parker and Lampard. With Carrick the superior passer of the two (him and Barry), it would make sense to opt for him next to the relatively defensive minded but technically inept Parker. If Wilshere was fit and Rooney wasn't suspended, I would have suggested a midfield three consisting of those two and Barry, who will be provided with more than enough support by Wilshere in terms of keeping the ball moving and the team ticking.

England wont play a central 3 though, they'll play with the 3 attacking midfielders with a striker in front of them. I'm sure you aren't suggesting Lampard plays behind the striker too. It only takes one player who is bad on the ball to lose it, so I'd rather have Carrick and Barry, 2 who are comfortable on the ball back there.
I'd have Welbeck up front (the more I watch him the more he impresses me with his all round game) with Johnson, Young and Walcott behind him in. When Rooney is back take out Young and put him behind the striker because he is guarenteed to do a proper defensive job.

As for the EURO, I think the 4-3-3 fits England well, but if they would play a 4-5-1 with an AMC and two wingers, then I think they should play Rooney in that AMC role as a sort of deep-lying second striker/playmaker. Rooney has played this role for United on numerous occasions, and the combination of his great passing ability and his prolific scoring would result, I believe, in him fitting in perfectly there, supplying the lone striker, Bent, Defoe, Welbeck, etc. as well as creating chances for himself.
Despite his recent diving scandal, I think Young would be a shoe-in for Left Winger, which would leave Walcott, Adam Johnson and the Ox to battle it out for starting right wing. Personally, I would want to see Walcott starting there, with Johnson as coming in as a sub in the latter stages of the game.
In midfield, I think Carrick should start. Been great over the last month or two for Manchester United, and deserves to start in my opinion. I also think that Stuart Pearce should recall Scholes. The midfielder dubbed by Zidane as "The complete footballer" looks open to a return to the England squad. If Scholes plays in the EURO, I could see England getting far. A midfield of Carrick/Parker and Scholes would be a serious force to be reckoned with.
In defense I think it should be all Chelsea CB's with Barca-killers Terry and Cahill starting. Ferdinand, though still class, on the bench. Walker has been immense the latter half of the season, and expect him to start at RB. Baines at LB would complete a formidable back four for England.
No discussion really necessary for GK, as Hart the only real option.
There is my line-up for England if they go with a 4-5-1. With this line-up, I could see them reach the semis.

When we're outnumbered in midfield and teams have a go, he's not brilliant, that's what Barry has over him.
I think he'd be okay if he played alongside someone who can tackle though. He gives me creativity than Barry imo, just.
