Probably because it influences the game the most. Throw ins rarely ever change the course of the game, penalties can be missed/come back from/be completely meaningless in the course of the game, but bookings make players have to check their tackles, bring players one booking closer to suspension, and if sent off, puts the team at a disadvantage you can't overcome.
