In foreign countries some ultras are hooligans such as Napoli but here ultras are the ones who make noise but Palace i think do have a few hooligans in their ultras other then that Firms just fight other firms yes. Do you actually think firms will ever properly come back? as there are a few people coming off banning orders in a few years.
