i wonder for example if italy has a 4th tier team with 12k attendances, or a 5th tier team with 5-6k. for englands size then we have an impressive infrastructure

Oh, I was not debating infrastructure, support and quality of these teams, just saying that Italy's is much more extensive. Talking about it that way, England's lower league teams are probably on the same level as Germany's and Holland's.
Clubs like Messina and Venezia in Serie D and lower do get over 10k regularly though.

England has the most leagues in population to club ratio I think or something like that.
If you count semi pro leagues then look at all the big sunday leagues and stuff here like the yorkshire one.
