Picture A, the children are alive and it just saddens me when I look at them. I despise animal cruelty and it's strange for most Western people to see dogs being eaten, because they're domesticated in our culture, but I think it's as disturbing for us as for Hindis seeing people eating beef, cows are holy afterall in their religion if I remember correctly.
As for helping the starving African population, it's unbelievably difficult because of the corruption, I hope that will change anytime soon.

We've thrown billions of dollars at Africa and have realized no great effect. In fact, it has probably done more harm than good. The money usually winds up in the hands of warlords and pirates. What Africa needs is a complete reformation of its political and economic systems.

For a university project I redrew all of Africa's borders based on a map of current ethno-borders. I added like 40 more countries.
But it shows you how much we fucked up Africa.

That still doesn't make your comment about the Africans any less sick. Perhaps, these dogs were tortured and beaten to death. That is disgusting and something I rather not see but valuing animal life over human life is just wrong in my opinion. Although, you could make the case that you value human life roughly equivalent to animal life in all cases. So hypothetically if those children were British, you would still feel the same?

That's the fucking point: they are innocent children who are going to die. They did nothing to deserve this. Of course they are a drain. They're children. Children everywhere are dependent. But these ones, through no fault of their own, suffer from a lack of resources. They are totally innocent and had nothing to do with when or where they were born. But they get to suffer. Dogs are a drain on the system, too. I don't think we'll be seeing any dogs building bridges or running companies anytime soon. But we still love them.
