Well he is, that's not controversial, that's why Wenger would love to sign him. The controversial claim was the Smalling is better than any of your central defenders (also true by the way).

Very good comparison. Suarez is playing better but that is because he plays for a weaker team than Arshavin and in a more prominent position and therefore steals the headlines.
As players however, there is very little to seperate the two and they are quite similar in style. I would say that Arshaving has slightly better agility than Suarez, while Suarez has slighlty superior height advantage.
