I'm not well read on the issue but I assume there is some sort of committee that would monitor newspaper actions.

You can't legally link words to someone if they did not say them.

The justice system. It's libel and slander when you publish something fabricated like that. City have taken legal action against the sun twice and got two public apologies.

It's not libellous or slanderous unless it's deragatory and made in reckless disregard for the truth. And even if it is libel or slander, the victim himself would have to file the lawsuit. Governments don't file defamation suits on private people's behalf. There's no criminal cause of action for defamation. Also, you have to prove damages. What damage has been done to Aguero with this?
