How is making them play without boots taking one rule out? Surely that's adding one in. Even if you took away the rule that they had to wear boots it only means it's optional.

No penalty shootouts in finals..... I just think it's ridiculous that a massive tournament can be decided on the back of a shootout where anything can happen (i.e Italy winning the 06 WC, Man Utd winning the 08 CL)

Away goal rules make total sense. The only thing I would get rid of is the booking for taking your shirt off unless there is advertisement or any statement under your shirt.
