Imo, it is The Inbetweeners and Celebrity Juice. Both have never made me laugh.

I'd say Hollyoaks, but I don't think many people actually rate it.
I do think the Inbetweeners is a bit overrated, it got a lot less funny as it went on. They completely ruined Jays character by making his lies too unbelievable. It's still worth a watch though.
Mock the Week is probably one of my least favorite shows out there, but a lot of people like it too.
However, TopGear definitely takes the biscuit. Can't stand it.

TBH I don't think many English people would find South Park funny. It's different type of humor than to what you are used too.

Scrubs, Two and a Half Men. Don't find either of them funny at all.
I like The Inbetweeners but it's gotten irritatingly overrated by everyone. Hate it when people think they're funny by quoting stuff from it as well.
Dr Who is massively overrated, i don't even like it. Seriously, its like watching a kids programme sometimes.
By the way, i respect that some people don't find South Park very funny, but you have to admit it has its moments of pure genius. As Zzonked said, labbeling it as 'not funny' is a tad bit arrogent. I think it's brilliant, more recent episodes haven't been very good though.

south park use to be pure brilliance show with fantastic sense of humor and could make anything comical, but as with even new modernization standards it has become stale and current south park is how u same "lame as fuck". i stop watching south park seriously since about 2005 but i watch it every once in while if any old episodes is on, but if its new one i usually dont watch as it just not funny
south park is not alone in term of animated features becoming stale. the simpsons is another, old simpsons was amazing, raw satiric humor was unmatched until it pgd itself in the early 00's and became only funny to 5 year olds

I like Mock the Week, Dr Who and Scrubs and I don't mind Family Guy (it has its moments). But it's all down to personal taste, especially when it comes to comedy, so I don't like calling TV programs overrated.
