I dont understand why theres a World Cup for like U18, U19, U20 and U21. Surely doing an U18 and a U21 World Cup would suffice?

Only the U17 ad U20 World Cups exist.
The European U19's is the qualifying stage for the U20 World Cup as well as the European Championships at that level. Same goes for the U17's.
The European U21's is a tournament in and of itself as well as Olympic qualifiers.

Still though it seems strange to have so many Youth tournaments when you have players older than than the age limit. How do you distinguish which group they should be in?
