Just look at Poland FFS.
Polish Prime Minister pissed off at corruption in PZPN (he is a major footy fan, actually a member of Lechia Gdansk's hooligans. ) so he goes to Blatter to tell him to investigate. Polish PZPN( Polish FA) pays Blatter off to not find anything, Blatter tells Polish Prime Minister to fuck off.

Those countries would never split from FIFA, the English FA abstaining their vote was seen as a big deal (at least by their media) which isn't anything much tbh but when do big FAs ever go against FIFA.
