I think he should be in the stadium and if he goes to a phone, or a handheld devise of any kind, the ban and fine gets increased. If he just stays home, then you can't monitor him.

Meaning the manager can't give orders from the touchline.
Neither can the assistant if he is in the dugout talking to the manager on the phone.

And also, it's probably fucking helped, because arguably, you get a better view of the game up in the stands (in fact it's not even arguable it's true) than you do on the touchline.

I used to think Touchline bans meant that managers had to sit in the dressing rooms and watch the game on a tiny TV.
Until I realised that it was quite a literal meaning. Still like my version better though.

Speaking of touchline bans, I actually learned that coaches (manager & assistants) are not allowed to be on their phone in the technical area in my referee recertification class a month ago. I wonder if that rule applies to FIFA/UEFA/FA as well.
