The board were most likely picked by the owner. They decided they wanted to take the gamble of overspending now hoping that promotion would come and pay it off.
Overspending is a human decision. A football club can not make that decision on it's own, there has to be people pulling the strings.
I just believe the people pulling the strings should be held accountable.
That's why I feel bad for Plymouth and their fans because their downfall is most likely because of a group of cunts who had their wallet in mind instead of the clubs well being.

Just annoys me seeing clubs feeling sorry for themselves due to over-spending, probably because i'm a life long supporter of a club that prides itself on living within it's means and operate on continuous profit. Therefore staying a shitty league 2 club

They should. There's plenty of terrible owners that have got through that "test".
I think they just check if you've got the cash. There's no way to tell what your intentions are.
I know what you mean, but imagine if someone bought Hereford and did the same. For a club who, as you say, have prided themselves on spending within their means to then overspend and go bust, you could hardly blame the club. You'd have to place the blame on the people who've changed that tradition.
