As long as Qatar told the truth in their bid and they stick to what they told the bid committee, you can't begrudge Qatar. They wanted the World Cup, they made a bid and they won. As long as they stick to the bid, fair play to them.
Who you can begrude, however, is FIFA for acting like the risk assessments were important. The risk assessments obviously amount to jack shit. Qatar was assessed as the riskiest host but they still won. So obviously, risk minimization isn't FIFA's primary motivation anymore. They should have told the bidding nations that. I bet America's bid would have looked a lot different had we known. And as long as FIFA isn't going to be honest about their criteria, I think we should refrain from bidding all-together. It costs a lot of money to put a proposal together and we have much more important things to spend our money on these days.
