No, they still count as Mexicans at least in the laws eyes.

Well of course assuming that they spent the couple hundred bucks you need to become a Mexican citizen. Oh and of course you need your mom or dad's birth certificate or whatever to prove you actually of Mexican decent.

But yeah, that's why there are so many Americans playing in Mexico's academies. Two talent pools are better than one, then when they go into the first team they don't count as foreigners. Win win for everyone.
