Or they are co-owned so they play at their old club anyway rather than in the reserves.
I think it's the reason why the quality of Serie A is so high and spread throughout the teams, and why ITaly has soooo many good Italian footballers.

because primavera is for u-20 players and 2 overage players
figc do not see the purpose of a reserve league which is very costly and instead you can just loan players to serie b or lower which happens a lot in italy. many countries around the world have shut down their reserve league in recent years because it is to costly like portugal, greece, scotland etc
figc eventually want to lower age of primavera eligibilty to u18 only and then bring in reserve teams to play in the lower domestic leagues like in germany with their reserve teams which are more or less their own miniature clubs
for me i would rather those players that need match fitness to play on loan profesionally somewhere rather than play in a reserve league game, those kind of games should only being for primavera type players

In Poland there is a big debate over having reserve teams or not as well.
I personally prefer what Italy is doing currently with the Primavera.

but some clubs not using primavera properly, it taking longer these days for yong players to getting chances especially in those big clubs. to many coaches scared of their chairmen and not giving enough youth a chance. the best always find a way t o play but is needing more encouragement on a broader scale
is why im also in favor to a new suggested rule that each serie a team must have 2 u-20 players in their matchday squad at all times
