If they all wind up on three points, then that means that:
Portugal beat Denmark
Denmark beat Holland
Holland beat Portugal
So you can't base it on who won head-to-head. It has to go to goal differential in games between those three teams (i.e. they throw the games against Germany out in terms of counting goals).
