Just reading the book and some singer says that he lost his money at a kings tourney betting on Jamie Lannister. He said the Knight of Flowers cost him his money.
I guess that means that he's possibly one of the 3 that Jamie said could match him.

If that's true the Mountain fucked him up in that tournament so he would obviously also be another. I might be making stuff up but I have a vague recollection of the Knight of Flowers fixing the match against the Mountain though, he could have done that against Jamie. Unless I'm just crazy and making this shit up (highly possible). Even if Loras could possibly beat him, I doubt Jamie would include him, as he disregards him for never having actually fought a battle.
Barristan, The Mountain, and either Stannis or the Hound would be my guess.

At the hand of the king tourney Loras rode with a horse in heat, so all the other horses (stallions) were a bit out of control.
