Giggs got his 50th in his 7th year and 235th appearance
Scholes got his 50th in his 8th year and over 200th appearance
Gerrard got his 50th in his 10th year and over 250th appearance
Lampard got his 50th in his 9th year and over 250th appearance
You're right. He isn't really a standout at any of those things. But neither is a player like Chicharito, and look at the impact he had in his first season with Manchester United. I'd say that Dempsey right now is a better, more polished player than Hernandez (subject to change over time, of course), and could have done something similar this season with a bigger club.
Tevez and Berba scored exactly 20 league goals each yeah, I said more than 20
But you also need to remember that he's not good enough to be considered a certain starter at any of the top 6 clubs. I think he'd score less goals in a season in a top 6 side than at Fulham tbh.
Fulham are a decent side and create a fair amount of chances to be fair. Ruiz, Dembele, , Dempsey these are all good attacking players.
Hernandez is a brilliant finisher and his positioning is arguably the best in the league for a striker. I'd say he's as good a finisher as RVP, if not better.

Hernandez' movement is brilliant, yes, but that's the reason he gets so many goals, mostly tap-ins. He's good in a one-on-one situation but RVP is still a much better finisher, Hernandez would be incapable of scoring a lot of RVP's goals this season.

The challenge of fitting into and starting for a top team, as well as breaking down more defensive teams, outweighs the improved chance creation a striker benefits from. It's proven time and again that its easier to score for weaker teams. If Dempsey went to a top team he would score less goals than for Fulham.

Thought it wouldn't be a bad move until I saw the price tag, as if Wenger will spend that on a 29 y/o.
I reckon he would be a good addition for both us and Arsenal, also I reckon he'd do well with Everton.
After typing that I realised Arsenal are the only top 6 side in there I don't think any of the other teams really need him.
EDIT: Before City/Spurs were on the up and it was the big 4 dominance then he would easily walk into a top 6 club, but these days finishing top 6 is a hell of a lot harder than then, as we found out this year.
