From what I understood, I think she is saying the government should be overhauled because the system has gone too far for the people to take the proper actions through voting. So she supports a revolution instead of reform.
I can relate to it with the Arab Spring. When the Arab dictators promised reforms, the people rejected them (although they were generally good reforms) because they believe the current government/system has gone too far. And those reforms won't really make a big impact in the long run. They are just things to satisfy the people in the short term while the big problem still remains.

Going along with your Arab Spring reference, it's a bit like the overhaul of the US government in the 1780s under the Articles of Confederation. Amendments were promised, but the people wanted a long term solution.
