Charmander.

Most of which are available too late
In Red, the only others I can think I'd consider are the legendaries or Dragonite, but that's long.
I usually couldn't be bothered to level and finished the game before my guys reached 50.

You only get the ability to teach Fly really late in the game anyway. I think you catch Articuno and Zapdos before you get it.
I quickly Googled which Pokemons can learn Fly and other than the ones you said there are also Aerodactyl and Golbat which are decent.

Maybe, I dunno don't think you get any of the legendaries before Fly though. Maybe Zapdos?
Fuck Golbat, seriously the mental pain of seeing 1000000000 Zubat's in every cave is still too much.

You need surf to get to Zapdos IIRC. You get fly before surf do you not?

I think it's the other way around, although I'm not sure at all. You do need Surf to catch both Articuno and Zapdos, that I'm sure of.

The first two Gym leaders with Charmander are fucking brutal but once you got him evolved to final form with fire blast it was over.
