Sure they could all be Premier League sides in 20-30 years, but there is a huge jump from Premier League side to top English side, these clubs won't ever be bigger than you're Fulhams and Blackburns until something big happens (rich owner for example) The only clubs that could realistically be top sides are clubs from large cities with a big fanbase and big history that is attractive to potential owners and players. Look at Forest, Leeds, Southampton or maybe even Hull.

You also have Cardiff and Swansea. Wales has 3million people, and only two teams in the English leagues. North Wales is a bit remote and maybe some travel over the border to teams like Liverpool...but it's still a big fan base.
Watford aren't so lucky.....Arsenal, Spurs, Chelsea, Man Utd and Liverpool (glory hunters )...3 of which are very close. Also got to compete with teams like QPR, Stevenage...Luton...().....and Watford only has a population of 80,000. Rely on support from the rest of Hertfordshire and North West London.
