I'm not entirely sure how someone could go looking for one answer for 23 years though. Sounds a tad... over the top to me. No offence to anyone intended, but that's a pretty long time to be in denial of the event (not saying she knows the truth).
How would this new inquest work anyway?

Imagine losing a child at a football game, dying in your arms. Then, imagine you've been told that your child could have survived simply by being given oxygen. Then imagine, you've been told that there were 40+ ambulances outside the stadium, with the order to stay where they are. Then imagine in the days that passed, while grieving over the death of your 15 year old son, you read the lies printed in national papers, claiming those that died were drunk, ticketless fans and read the lies about those Liverpool fans that were heroes on the day, and those police officers (who are there to protect) that did nothing. Then imagine, while the investigation into the deaths begins, you are told that there will be no enquiry into what happened after 3:15pm on the day, despite your son dying in your arms much later than that deadline. Imagine having to put up with those culpable walking away with cosy police pensions, while you have to go home without a child.
Now tell me, is the problem here that she is looking for justice for 23 years, or the fact that she hasn't been given it?
How anyone can criticise the actions of the families, who have done nothing to deserve criticism over the past 23 years, is beyond me.
