roma, empoli, genoa, udinese, palermo
udinese especially, they have one of the best all-around youth academies in serie A in FM. do empoli if you're looking for a weaker team and you're more interested in long term youth development
and for udinese, right off the bat you already have excellent young players such as asamoah, isla, torje, fabbrini, armero, and badu
they also have great vets such as the great antonio di natale, and one of the best serie A goalkeepers handanovic

also forgot to mention neuton and benatia. they all have high PA's . benatia even went to mancity in my save and neuton went to lyon. like i said, udinese are loaded with great age 21-24 players.
