No it won't, it'll increase them by diluting the quality of referee available. Let's say, for example that there are 10 top class referees in this country, in the current system that means that every top flight fixture in a given weekend can have one of them. In Redknapp's retarded fantasy world, either half the games are going to have two sub standard referees, or every game is going to have one top class referee, and one sub standard one, or somewhere in between. This would only make things worse.

- PGMO destroyed, Premier League hires referees independently
- Referees hired independently from around the world. The Premier League scouts out the best players from around the world (once RM and Barca are done anyway), it should scout out the best referees as well
- Video technology, unfortunately this is at FIFA's remit
- Referees to explain controversial decisions, in writing, 1 hour after the match if the match is televised or broadcast on radio, TV etc. Broadcasters bid for the right to ask 3 questions of the referee regarding the game, to be given to him 15 minutes after the conclusion of the match. This will increase public understanding of the job the referee does, and should negate retarded accusations of bias, reducing pressure on the referees.
- Pundits, Players and Managers to be forced to read the Laws of the Game, and pass a test before being allowed to pass comments on the referees.
- Luis Suarez to be banned from football permanently.

I think they should introduce some sort of video help for refs. It would be so easy to go upstairs for goals and red cards. They should just use it if it clearly shows the ref is wrong. If it's still debatable with replays then the ruling on the field stands. It would only take a couple of seconds to do it that way surely...

Plus it seems like it leaves even more room for inconsistency. At least with one ref he knows what sort of challenges he's set the yellow card bar at.

We did this in hockey. I think it made a significant improvement for the better.
It does result in an increased number of fouls and therefore whistles. That alone has an impact on the game.

It's not the best solution, but keeping 1 ref in each half will help, because they wouldn't have to keep up with play and can focus on their area of the pitch. Say something happens off the ball in one half of the pitch behind one of the ref's backs, the other one will see it in plain sight without needing the linesmen (who focus on offsides, whether ball is over a line or not).
Like I said it's not the best, but how long have we asked for video technology and never got it? Something needs to be done, and the officials behind goals in Europe have not helped at all, they do nothing whenever I watch a game.

Having a center referee in each half will not really help the matter. I have refereed a match like that before (except there were no linesmen, so just 2 center referees) and it's not easy.

Without a doubt, take our Champions League match at Stamford Bridge last season. With an ordinary refereeing team, that would have almost certainly been a penalty, but the official behind the goal (these people really do need a more concise name by the way) made a brave call that it was not a penalty. Just think how different things could have been without that official.

The officals behind the goals in UCL matches are uselss, i've never seen them a single decision or do anything.
