Xavi will always be the perfect midfielder. Any midfield could run like clockwork with him in the side. Silva can drift out of games, but Xavi can completely dictate the play in every single game he plays. Xavi will always be better than Silva.

It's actually rather easy to compare them. You just compare how effective each player is in their respective position.
