Obviously not, you'd just be taking a great deal of competition out of the FL, and at the bottom end of the EPL.
The bottom end of the Premier League would be so much better without relegation. There would actually be an incentive to play good football rather than shit football which gets results, because entertaining matches would be a far bigger factor in a club's revenue than actual results.
As for the top of the Football League, why on Earth would competition be taken out of it? Would teams suddenly not want to win trophies any more? I don't understand why you think this. Is the top of the Premier League uncompetitive because there's no promotion there?
