There's a huge difference. Arsenal sign youngsters because they want to, while sitting on millions upon millions in the bank. Everton are buying youngsters because they have to, they simply don't have the cash to buy anything else, and even then they probably need to sell someone.

Everton have been doing well with youth development for a while now, but they've just gone unnoticed for it.

Thats what they say.
Read their fiscal reports, they have profits after tax and expenditures such as player transfers of roughly £40M a year for the last 3-4 years. They should have well over £120M in their reserves. Especially considering the lowest profit they have posted in the past 7 years was in 2007 (£5M after taxes and expenditures). There's definitely funds there.

Everton do just fine, the problem is whenever somebody comes good they quickly sell to United or City.
