Why does Capello insist on playing Rooney

This is a silly question.

A) You have no better strikers and

B) In spite of his form, he still has actually been one of England's best players over the balance of the last couple of years. And he was probably your best player in the first two qualifiers last month.

So why would Capello bench him?
