Nobody is arguing saying he doesnt want to leave.Everybody knows he wants to leave. Arsenal would be willing to sell if they get a good price. What people were saying is that if it doesnt happen this summer Fabregas would be happy to stay because he isnt desperate to leave. He wants to go back but isnt going to go through transfer requests because he is still happy at Arsenal

This situation is actually much like how Real had to meet the Man United valuation of Cristiano Ronaldo. Ronaldo loves United as well much like Fabregas, so he obviously had no quells with staying at United, but Real Madrid payed the price Manchester United valued him at and he left to another club he also loves.

Barcelona hasn't made a big enough bid yet. If Torres was worth 50mil Cesc should be more then that but Barca knows he wants to go there so they are trying to get him for cheap.
